Is it possible to change the colour of text below a dim line but have the text above the dim line remain the colour of the layer?

The simplest way is to add \X\C1 as a primary units suffix, and set alternate units to "After primary value"

 

The \X switch forces the alternate units below the dimension line, and \C1 sets the color to red (or \C2 for yellow or \C3 for green etc) You can do this either as a dimension override in the Properties palette, or on the primary units tab of your dimstyle.

 

There are other options to change only the color inside the alternate brackets, and to suppress the alternate brackets entirely.

Great!!! Works like a treat! now i ask is there a way of putting a box around the text below the line? And not the text above the line? is there a way of creating a dim stlye where i can have text below the line. i know i can set up dim styles to have a set prefix and suffix

any way i can asign a colour that is not a standard colour. eg a colour other then the general colours red blue cyan magenta Etc

I haven't tried it, but all the colors have a number. Just find the color you want and you should see the number.
