connect a port (pipe) to end of vessel

I am looking for some help with this. I have the attached a screenshot with dim's and the assembly dwg in inventor. I need to be able to attach the port to the end of the vessel using these dimensions. I am brand new at this, no official training yet, just got Inventor last Friday. I am looking to put this port in the end of the vessel head (.135 thk). it is on center and -2.875 below center and has a 1 degree slope towards the vessel. I am also looking to be able to flatten this part so I can cut it on sheet metal.

i also need to know how the port gets cut when it touches the ened of the vessel
