Ok what I've seen is that its changes the angle of the the line when its inserted. Why would it do that?

I draw the first line in place and then WBLOCK that line. Then insert it via MEASURE as you suggested.

I always draw the block in a bit of open drawing. The angle is then controlled. If you want the block perpendicular to the Measured line, you draw the line vertically, and I draw a line to the insertion point. Then make a Block, picking the line and the block insertion point, and then I type oops, which gets the line back in case I have to alter it. Making a block means that it is saved in the drawing only. Your technique of Wblocking it, saves it as a drawing outside the current drawing and is thus not so easy to adjust in the current drawing.
