Problem with line and rectangle?

Hello there everyone. It would be great if you guys could help. I am using autocad architecture 2009

 

Question 1:I am trying to create border using the rectangle command. A rectangle is 10x7 Units:decimal.

 

 

Question 2: Iam not sure if i am using the Line command correctly. For instance, i need @2.3

type REC...use 0,0 as your first point, use 10,7 as your second point

 

 

type LINE...select your first point....then type @2.3
