Scale along X or Y axis

I would like to know how to scale along X or Y axis. When I use the scale command I only see uniform scaling option.

You will have to make a block, then adjust the scale for X and Y.

Is this how you create a block: select all copy and paste as a block? I did that and scaled the block but the options are still the same Specify scale factor or [copy reference].

Am I doing it the wrong way or there are other steps I need to follow?

Scale the block by adjusting "Scale X" and "Scale Y" in the Properties palette, not the Scale command.

Attempt to place the block, but before placing do a screen capture Alt + Prt Sc and attach the resulting image here.

When I do this I see options to independently scale x and y.

 

(or check Properties as suggested)

I was able to scale the block using the properties (under geometry).
