Draw the object in question then start the WBLOCK command. Why WBLOCK and not BLOCK? Because you want to write the block definition to a drawing file so that you can use the block in any new drawings you create.

When the WBLOCK command is invoked and the dialog box comes up onscreen you'll be prompted to 1) Pick the base point (pick on the object itself), 2) select Objects (that means pick your geometry), 3) Destination > File name and path (means where do you want to store the drawing). There are a couple of other options available but these are the main three.

What if they are already in the drawing that will contain the blocks?

Draw the geometry, _BLOCK>Name the block (something relevent helps, like 6inch Gate Valve)>Base Point (I use pick point and select the point best for locating on insertion), Objects>Select Objects and check Convert to block>Behavior, check as desired>Settings, select desired Units etc.

Once you make all your blocks Save the drawing with a relevent name (I have a folder BLOCKS that is in my Support File Search Path). Go to the Design Center and locate your drawing, Right-Click the drawing and select create tool palette or Expand the drawing and Right-Click Block and select create tool palette.

Now you have a tool palette of your blocks.
