rickh - easier than figuring out the [chosen] bleed, you can use mview>fit (in layout) to get the line sized exactly right. Offset that mview line 3mm, 1/8", or whatever you want, copy that line with a base of 0,0, and paste to 0,0 in MS.

 

Now you have a properly sized line that you can design your custom TB in, set to what ever layer(s) you want it to be. If you want changable text, use placeholder text and then save the TB as a template file that can be copied to each project file.

 

Ref the TB in to each layout, or copy it to your template file layouts as Nestly mentioned in a prior reply. Either way...easy.
