Alternatively, you can go to Options, User Preference TAB

Then under INSERTION SCALE select Meters for both

Nice to see somebody actually thinking about this before finishing the drawing for a change.

-DWGUNITS command is the way to go.

It is a good idea to use F2 to expand your dialog window before using it.
