Scaling a Part Model

Hello,

Is there any way to scale an entire part or assembly? It's clear one can scale a sketch, and set up parametric relationships between various parts (so that they all scale in relationship to each other). But there's no way to scale an entire part or assembly ("top-down" scaling)?
