I believe that would be Autodesk Civil 3D.

For what purpose is the Topo Map? is it just for a presentation or are you looking to generate a topo based on survey points

i need it both...i need to present the 3D of topo map, to my manager..this is to present the actual site of mining company here in our place...

Then its Civil 3D for that one. Survey points are downloaded and inputted to civil 3d and generate the topo in a snap.

i dont know if its possible to input these points and generate a topo with autocad alone

Here's something that allows you to create topo from a point file, much cheaper than Civil 3d (free):
