How do i place, precisely, a work axis?

I make an assembly and intend to use it for the rotational constraint.

I made a cylinder and constrained it's axis to mate with the z axis of the assembly, but i also made a rectangular extrusion, but cannot place a work axis at my will since it snaps to existing edges and there is no dimension tool in the assembly panel, so i cannot position the work axis anywhere else besides coincident with edges!

Create a sketch, put a point on that sketch. Dimension it to where you want your work axis to go. Place the axis through that point.
