You can achieve this with ease by rotating the UCS command around the Z axis. Follow the steps below:

Command: UCS
Current ucs name: *WORLD*
Specify origin of UCS or Face/NAmed/OBject/Previous/View/World/X/Y/Z/ZAxis]
<World>: Z
Specify rotation angle about Z axis <90>: 270
Command: PLAN
Enter an option [Current ucs/Ucs/World] <Current>: <Hit Enter>
Regenerating model.

Two things are happening here. First, you are rotating the UCS where the Positive Y is now "east" in orientation to your drawing space. Then, you're using the Plan command to re-orient the drawing space where it's now in an upright position. To get back to normal, type UCS and hit Enter twice to get back to the WCS (World Coordinate System), then Plan and hit Enter twice to re-orient the drawing space.

In addition, you can mitigate the use of the PLAN command if you set the UCSFOLLOW variable to 1.

Hope this helps.

or maybe not. I forget what this does. I thought there was a way to switch CW to being positive, but now have long forgotten.

You can specify rotation direction as shown in the image. :)

There is also a checkbox for Clockwise under Angle.

I knew there was one somewhere but thought it was in that Direction Control dialog that was hiding it from me.
