about base point in blocks

Yes. But did you try to open the rectangle drawing and move objects so that the basepoint (usually the origin) is on the corner you want? You can use MOVE and select your upper right corner and the type 0,0. You can also change the baspepoint, type BASE and snap to upur corner. Then save this file and reinsert.
