I am looking for software that will convert USGS GIS data to CAD format. Does AutoCAD offer such a thing?

AutoCAD Map3D or Civil3D does allow you to connect or import Most GIS format data. Also look at Dotsoft for add-on to use in Vanilla Autocad.
