What is the send back/front command? I am using Autocad civil 3D 2013.:?

In vanilla CAD you use it to send elements to the back of the draw order. i.e. a hatch at the back of the draw order won't obscure lines and text.

 

HATCHTOBACK and TEXTTOFRONT also do this but polylines with width would have to be manually selected.

Unfortunately that is true. Although I'm never sure if it isn't something I have done. You can always set up a macro to run hatchtoback, texttofront then the plot command.
