I have probem in cad file 2d I have the the objects like blocks and dimension not on same plane any one have idea to solving that problem.

If you have the Express Tools installed with your cad version , call the command flatten .

Have you tried FLATTEN?

 

Have you tried the old CHANGE command + ELEVATION option?

 

In the future please refrain from posting basically the same question in multiple forums. It just causes confusion. Thank you.

If the blocks are 3D they will need to be exploded before flattened.

If you just need to work over the top of the blocks and dimensions and are having trouble due to your snap snapping to the z plane you can ignore it by typing OSNAPZ in the command line and changing the variable to 1 (this replaces the Z value with the current elevation)

 

Note - it will revert back to O after closing autocad and can not be left on.

Since the OP is working strictly in 2D it would make more sense to have all geometry at a "Z" of "0".
