Welcome to the forum,

I dont work with Civil 3D but to start...

Checked if the files that can't be found are in the windows folder mentioned?

Check if these files

AcMapWorkspace.arx

AcMapDwfApi.arx

AcMapDwfUI.arx

*AeccUiModel.arx

are in this folder?

C:\Program Files\AutoCAD Civil 3D 2008\(*Civil)

Yes they are all located in that folder.

If you right click on the AutoCad icon and select properties, in the box labeled target does it show the correct profile?

For example, mine shows

"C:\Program Files\AutoCAD Civil 3D 2008\acad.exe" /p ">"

to load my standard profile.

I had a similar thing happen while back, and correcting this fixed my problem.

Without doing any research (i.e. just a guess), I would say that your support file search paths are hosed... Have you checked this?

Have you run a repair on your install?
