I have hard scans of contours

Anyone know the easiest way to extract them to Dwg, aside from the manual and tedious process of tracing by use of polylines....

As far as I know there is no magic way to accurately translate linework from a scanned raster source to an AutoCAD linework entity. And I think quality of the scan matters. But there are programs that are worth a shot.
