Dynamic block for a section marker

Hello peeps,

Im a bit stuck, I have a section marker dynamic block I have created. Basically it consists of a circle, with the section ref at the top of the circle, a line from left quadrant to right quadrant and the drawing number at the bottom of the circle. This marker appears at both ends of the section marker, there is a rotation function and also a stretch function to allow the gap between the 2 circles bigger.

 

Here is where I get stuck, I can make the text and separator line stay horizontal no matter the rotation as the base point of rotation is the centre of the circle, but for the other end I cannot figure hour how to keep that info horizontal?

 

Any suggestions would be great

For offices that don't use annotative text, I'm one of them, you will need to use lookup tables in order to keep your text horizontal.
