Some companies prefer their employees not to connect to the Internet for any reason thus the CAD operators must use a local version of the Help file. Quote

I don't know why yours doesn't work? I can only guess that either you don't have the Help files installed or your file path isn't configured correctly. Did you try all the things mentioned in the links that were provided? Quote
