Block rotation in viewports

Hi there,

 

I need to create a block that orientates itself with respect to the viewport its in. The block should always face up the page no matter what DVIEW->TWIST angle i select for my viewport. Is this possible? I have tried clicking the button "Match orientation to layout" without success. Can somone walk me through the process in simple steps. AutoCAD Civil 3D 2008.
