Path Creation From Points Lisp

I am trying to create left, right and midle axis of a road with taken 3 point with some interval. Example picture as below.

Is it possible to do with a lisp with defininf start point, initial direction, maximum deflection angle, minimum and maximum segment lenght variables?

If the points are in a file and in order then its better to start with that rather than after, please confirm and if so post a sample file.

Unfortunately there isn't a ordered list of points.

I think this problem can be solved with shortest polyline drawing lisps with modifying them with defining start point, initial direction, maximum deflection angle, minimum and maximum segment lenght variables.
