Title Blocks With Different Print Drivers

I have a title block in a block that I insert into a layout sheet. Trouble comes when I share it with others who use a different printer driver than I use or they use a PDF driver, but again different than the one I use.

 

What I'm noticing is that the margins move all over the place and sometimes a block that's made for 8-1/2"x11 or 11"x17" drawn to scale but it will no longer fit on the layout tab properly.

For years used plot Window C for that exact reason and not extents etc. The LL & UR corners are known for the title block so can check which block is being used and adjust accordingly.
