I am sad to bring this up I have never had this issue before with CAD.

When I use my mouse to zoom it zooms toward the center of the screen not toward the cross-hairs, Pan does not act normal the best way to describe it is like a 2D orbit.

Now I have tried updating the Mouse drivers, changing the middle button to every option it has given me. Mbuttonpan (1) zoomfactor (60) although a little high for me. I have uploaded my profile from ADT 2007 still no fix.

Now some information on the system:

Mouse - Microsoft Wireless Notebook Optical Mouse 3000

Computer- 3GB Ram, Intel Core 2Duo 1.83GHz, Windows Vista Premium SP 1 32-bit

Thanks for any help

my best guess is that you are set to 3d wirefram instead of 2d wireframe. Try opening your Visual styles bar and clicking on the 2d wireframe button. There are two different pan buttons, if you used the pan on the orbit toolbar, it will change it to 3d wireframe. Its annoying.
