I'm not sure if regular AutoCAD has the capabilities, but Civil 3d and/or Map both support xrefing of v8 dgn's.

I can not install other software by policy, but i have illustrator, photoshop, dreamweaver, flash, autodesk dwf viewer, indesign and AutoCad-08!

both have a free beta/trail, but if you are not having admin rights and can't install i understand, but on a laptop?

I would just contact the person who sent you the file and ask them to either convert it to dwg or send you a pdf so you can view it.

 

Or tell your IT guy that you need to install that free viewer that uddfl posted.

Yes, you can, but only if it's a V8 DGN file.

DGNDirrect from the open design alliance lets many of the intellicads open this file format... that is another option
