You don't need an attribute just change the angle.

this will rotate the block around its insertion point.

If you want text always say vertical look at a leader rather than a dyn block.

It's doing the opposite BIGAL. the line is rotate but the attribute is staying in one location. But if you change the angle in from the properties panel everything rotates.

So I would do that. just select the blocks you want to change and use the property panel (ctrl + 1) to update the angle.
