Pasting and locking an image

Is there a way to paste a .jpeg/ insert .pdf and locking it in the background, where you can draw over it, and when you highlight your items, the "image" wont be selected?

Because I am trying to only select what I drew over, but once I slightly touch the "image", it gets selected.

If you put the image on the Defpoints layer and then Freeze layer 0, the image will be unselectable.

You could also turn off the image frame.

Freeze the layer that it is on? I tend to put images on a separate layer if doing that - just turn the layer off if I don't want to see it
