Drawing to PDF?

Where do you need help? Your title says PDF -> DWG but your brief description says DWG -> PDF

Can you add a bit more description to say what the problem is?

This is a perennial topic. There is no precise way to get enough information from a PDF to re-create the drawing it may have come from. To get that information, you need the original drawing. You may be able to trace over the PDF, but most businesses don't want to spend that much time on it.

If that's not your issue, please elaborate.

AutoCAD 2011 should have plot for DWG to PDF, also should be under Export IIRC.

If it is a vector PDF, newer AutoCAD can import as AutoCAD Objects.

For older AutoCAD and raster PDFs you need Illustrator or similar and/or conversion software and even then some tracing might be involved.

I used to use Ghostscript, pstoedit and  maybe a program called Image Magik I think. All used to be free and open source.

There once was a LISP called VECTPDF or something similar that used Ghostscript and pstoedit and did pretty good for vector PDFs.

Lots of threads on both issues.
