Layer Manager not opening, FILEDIA and CMDDIA are 1

Hi all,

 

we have one laptop that wont open de 'Layer Manager' Toolpallette. XREF and properties are opening.

FILEDIA and CMDDIA are both set to 1.

 

Only the LAYER command is broken, and shows the line in the commandbar, as if filedia is set to 0....

 

any suggestions?
