I'm attempting to create some closed shapes (circles, oblongs) with splines and can't get it to snap to itself. Is there some kind of setting for this or not possible?

Close option maybe?

Command: SPLINE

Specify first point or [Object]:

Specify next point:

Specify next point or [Close/Fit tolerance] : c

That would be the answer but, sometimes, as happens with splines, I may not wish to use the start point as my end point. Any way to snap anywhere else on the spline?

Splines are a peculiar entity in that it is constructed piecewise, but nothing is actually established until all the parameters are input. And if so much of the entity is subject to change, especially until the final tangent vectors are set, AutoCAD can’t determine object snaps with certainty (though it does seem like it could at least snap to the start point).

 

Fortunately, after creation, Grip editing can make use of OSNAPS.
