how to save a drawing as xref file in autocad ?

An xref is just a normal autocad file. You don't have to save it in any special way.

If you mean for it to be loaded with the drawing its associated with?

I normally create a sub folder within the Drawing folder and keep any images and XREF files in it.
Your main drawing will know the path to the XREF and load it when the drawing opens.

 

Just name your Drawing: XREF_My Drawing.dwg
