Drag Units?

When I am making a new component and drag, the dimensions are in 128ths...

My units are set to the nearest 1/4" (so I thought)

Where do I set my units such that dragging constrains to the nearest 1/4"

The dimension style holds the settings for dimensions not the units, the Units would be used for setting imperial or metric.
