why rotate clockwisely ?

I opened some drawing, when I rotate something in it, it rotate closewisely.

which normally should be rotating anticlosewisely, isn't it...

 

Oh, I already set the UCS to World.

which variable should I set to have the rotation goes back to anticlosewisely?

ANSI.

 

You can rotate 45° (counter clockwise) or -45° (clockwise).

Or, whatever degree you need.

Do you see that Direction button in the image above?

System variable ANGBASE should be 0 for normal AutoCAD drawing.

 

It sounds as if a surveyor has been at your drawing and set up the Angles to suit a surveyor.
