Unable to use the use the toolbar editor - AutoCAD 2006

We are running AutoCAD 2006 on XP SP3 and have recently noticed that he toolbar editor throws and error when you try to open it. It errors out saying that the CUI files are missing or bad and just displays a blank editor. However all of our custom and standard menus and toolbars are loading fine when AutoCAD starts.

And Service Pack 1 for AC 2006 is installed as well?
