Object Snap Tracking question

Apparently I have a setting wrong somewhere and need some advice.

 

I started a new job recently. When I first started, I could use the object snap tracking to specify a certain distance from a end point, mid point, etc... along a line. But now when I try, the distance I input is being ignored and as soon as I push enter, the line starts at the neares snap point.

 

I would appreciate any help on this matter. I have looked and looked and can not seem to find the correct setting and it is driving me crazy.

OSNAPCOORD set to 1 or 2

 

Found in Options>User Preferences> Priority for Coordinate Data Entry
