ReMark
Have you tried searching for a custom Lisp program that would do this? I think that would be the easiest way to go.
ReMark
Try over at CADalyst Magazine in the CAD Tips section. Look at tip #962 by Mike Aaly. He has a pair of routines that lets you delete all entities on layers selected within a dialog box. Registration is free. Use the search feature with the words delete layer. eldon
Or alternatively, you could W-Block all visible entities to a new drawing, and leave all those layers turned OFF behind.

ReMark
Without selection will require a Lisp routine. When you finish writing it you can share it with us. Thanks.
Cad64
Try this one from JTB World. I just tested it and it worked for me. No selection required. layers-erase.lsp
