I have a drawing with dimensions already on it. The whole drawing needs to be scaled down to fit within a border that the customer wants to use. My issue is that when I scale everything down the dimension text height remains the same and is way too big for the drawing. Is there a way to scale the drawing down to fit this boarder including the dimensions? Also the dimension measurements need to remain the same even though the drawing is being scaled down.

This was my original idea... Unfortunately my customers printing department has informed me that the way they print there drawings requires the border to remain the size it is. So I cannot go this rout, although it is the best idea so far.

Try using the dimension scale factor within the Dimensions Style dialog box. Maybe that will work.

you should not scale down the drawing. Instead use a viewport with a different scale to fit into the border

Yes and Yes... All entities of this drawing are in model space.

In your Dimstyles there are two places where scale is mentioned. The first is on the Fit tab. There is a reference to Use overall scale of. The second is on the Primary units tab. Here you're looking for Measurement scale and the Scale factor box. What are the values in both of these locations?

xref the file into a file with the border, both in model space, scale the xref. If it has to be sent out bind the xref, what ever you do don't scale your model objects.
