Draw order in layouts

When i add text on top of a viewport it always goes behind the viewports layers, I've tried to change the draw order to bring above objects but you cannot select anything inside the viewport. Also everything inside the viewports are Xref's if this makes a difference.

If you want the text on top of the viewport (Not inside), then try to click the viewport frame, and choose send to back.

That should leave the text at the top.

 

Did you make a new layer for the text?

Check off 'Plot Paperspace Last' on your Page Setup Manager
