Plywood Web Joist Z Direction

I have Plywood Web Joists and I need to lower them 3" from the Upper Floor Plane. But as you can see on the attached, the z-Direction offset Value is not an option. How come? It is for my steel beams.

Because that object (block) has a specific height, maybe?

oh, Z-direction Justification has to be "other"

You can make the start level offset -3 (negative three) and the End Level Offset the same, that will lower the joist 3"
