Special characters displaying as ?

Hey guys - I'm sure this is a very basic question, and one that has been covered before (although I couldn't find it)

 

I've had some guys in another office work on a drawing, and now all the special characters (degrees symbols, centre lines, diameter symbols) all display as a question mark....... No matter what I try I can't change it back.

 

Can anyone help with this?
