I couldn't get what you mean , although I opened your uploaded dwg.

 

So all entities are in zero in Z coodinates .

plz see that drawing bootom VBR-99,VBR-100...that entire setting after(What ever i am selection) its need to come to Zero degree.I am changed that slide settings(In drawing) angle changed like that arrow datas(PLease look side)....

Sorry but better you use the standard command on your Autocad its all in there you needed, you dont have to use that as code, (rotate or align is the solution) you have to consider first if you need a code on it before you post.

Clearly some of my earlier attempts have been both unsuccessful, and removed, so perhaps this change in tact will be more fruitful.
