So i figured out one way to do it, no clue if it was the easiest or best way but it got the end result i was looking for

made a new work plane so i could sketch in front view then started revolve made half of the overall shape i was looking for (so half of the top half of a circle) and the revolved it around the axis i created in the center of the circle that i was putting the dome on.

Revolve is the correct way to do what you want to do
