You are referring to a "shortcut" key right?

TOOLS->CUSTOMIZE->KEYBOARD SHORTCUTS->SHORTCUT KEYS

 

Select command line form the top righthand side of the dialogue box, under ACCESS click the box to the right of where it says ctrl+9 (that's what mine said) the press shift then F1 (if you don't press shift it shows shift F1 for some weird reason.)

 

Glad you put this question up I've been meaning to get rid of help for F1 for ages!

You will have to edit the CUI file. Type CUI enter at the command line.

Find the shortcut key section in the upper left. Now go to the lower right and find the command you want to use, drag it up into the shortcut key section. Now look to the right in the middle, find Access >Keys, pick to the far left of that, pick the three ..., finally a shortcut key box pops up, (make sure caps lock is off) press the F1 key (don't type F 1). Hit ok, ok, and you should be set up. If you need help you can hit CTL+F1 after this.
