If you create a layer specifically for your viewports (and nothing else) and it is set to "no print" then you won't see the viewport frame show up on each and every layout you plot.

 

Talking for ACAD2007

I set the layer to no print, nothing happened but there is another icon in layer properties called "current VP freeze". selecting it, did what you mention. Is it a version issue?

2) Also to right of that icon, there is another one called "New VP freeze". What is its function?

 

3) In "Create and Modify Layout Viewports" help, it says:

Note When you want to suppress the display of the boundary of a layout viewport, you should turn off the layer of the nonrectangular viewport instead of freezing it. If the layer of a nonrectangular layout viewport is frozen, the boundary is not displayed, but the viewport is not clipped.

 

I can't understand the meaning of clipped in this sentence. Does it mean nothing will be shown (both the boundary and contents of the VP)
