Hi I am trying to reinstall Autocad 2010 but the program says that it is already installed.

You probably missed something then. Did you happen to follow AutoDesk's recommended procedure?

Try Microsoft FixIt. It looks like your Windows think AutoCAD is still installed. FixIt will clean it from registry quite easily.
