Draw a line (green) perpendicular to the given red line. Add an associative angle dimension from it to the tan-block-line (from steven-g's creative post). Drag the tangent-line block along the spline until the angle reads 90.00°. You may not be able to get to exactly 90.00 but you should be able to get close enough!
