Sorry, I was sick and couldn't answer your questions.

 

Is the 2007 version still needed? I can provide it of course.

 

No, I'm not zooming, I have zoomed to extents before selecting.

Just tried Cookiecutter.lsp on your dwg get a copy and try it, asks for object and inside watch it work.
