Flex or Wrap tool bend to 360 degrees

Is it possible to bend a thin strap model 360 degrees using the Flex or Wrap Tool?   I want to bend

a rectangular piece 1/4" X 3" into a round ring. Would someone here map it out for me, I have

no experience with either tool.

That's a cylinder is that not a option in solidworks.
