Go into the Fit page - Scale for dimension features, and divide the existing figure by 1000 to get all the arrows and text to reasonable size. For future reference you might want to familiarize yourself with the -dwgunits command, the hyphen is part of the command, and important. I would suggest that you increase the commandline history display to about 8 or 10 rows, practice on a copy of your drawing to be safe, go slowly and read the commandline prompts carefully.
