LISP routine - batch change Tool Properties in Tool Palettes

Hi,

I was searching of possibility to change values in Tools Properties like Scale or Layer.

For example I have in drawing each block inserted from one palette. In drawing each block is on dedicated layer and have different scale. 

Is it possible to make LISP that will copy values from blocks in drawing to values in tool palette?

Or maybe different way? Question is - is it possible to change values in Tool Palettes with LISP?
